Foreigner's guide to Beijing hotel check-in: registration and passport scans
Updated: 2026-10
A licensed Beijing hotel scans the passport and files the stay with public security. A short-stay rental that cannot register a foreign guest is the wrong bed. The room rate is separate.
The passport scan is the check-in, and the hotel files it
A licensed Beijing hotel registers a foreign guest by checking the passport and submitting that stay to the local public security organ. Article 39 of the Exit and Entry Administration Law is the rule: hotels register guests under the public-security lodging rules and send the record to the police where the hotel sits. The practical step at the desk is a scan of the bio page, sometimes plus the visa or the entry stamp. Bring the booklet. A wallet photo, a photocopy, or a phone picture is not the document the machine reads.
Plan on 10–20 minutes at the desk when the passport is in your hand and the booking name matches it, and longer when the name on the reservation is a nickname or the booking belongs to someone who is not present. The desk can refuse a guest it cannot register. That refusal is a compliance step, not a service failure. First72 China can stand at the desk or coach the call. We do not sell rooms, and we do not guarantee a property will accept the passport.
A short-stay rental is legal only if someone registers it
Not every apartment listing is a hotel. If the place is not a lodging business that files foreign guests, Article 39 puts the duty on you or the host: register the stay with the public security organ in that place. The deadline in the statute is one day from arrival. From 21 September 2026 the National Immigration Administration runs that non-hotel registration online nationwide, through the NIA website, the NIA 12367 app, the NIA 12367 WeChat mini program, and the Alipay mini program. The NIA notice says the online record has the same effect as registering in person. The police station counter remains open.
Failing to register a non-hotel stay can bring a warning and a fine of not more than ¥2,000 under the exit-entry law. That is the statute’s ceiling, not a bill we issue. Ask a host, before you pay, whether they can file a foreign passport. If they cannot, either complete the NIA registration yourself or book a licensed hotel. A listing that says “foreigners welcome” and then cannot scan a passport is the scenario this paragraph is meant to prevent. We can help you ask the question. We do not guarantee the host’s answer.
What the desk asks for besides the passport
Have the booking name, the dates, and a card or a payment code ready before you reach the counter. A deposit hold is often larger than one night’s rate. Ask the amount before you tap. A foreign card the hotel’s own terminal accepts is a different question from Alipay: some desks run the physical card, some want Alipay or WeChat Pay, and some want a cash deposit when the hold is declined. The room rate and the deposit are third-party costs billed at the actual amount. They are not inside a service fee.
The form may ask for a mobile number. A foreign number is sometimes rejected by the field. The clerk can often enter a hotel number or skip the SMS. Do not hand the phone over with banking apps unlocked to “make it easier.” You can hold the phone and type. Save the hotel’s Chinese name and the desk phone in two places, one of them on paper, because a dead battery makes the address unreadable at the curb. The meeting point is your hotel door.
Names, visas, and the 240-hour transit slip
The name on the reservation should match the passport’s machine-readable line, family name then given names, without a social-media handle. If a company booked the room, carry the confirmation that shows your name, not only the company. A desk that cannot find the booking will ask you to pay as a walk-in at that night’s rate, which can be higher than the prepaid rate. Sort the name before you fly.
Travelers admitted under the 240-hour visa-free transit policy still get registered. The desk may want the entry stamp or the paper the port gave you, along with the passport. Eligibility for that transit is decided at the airport, not at the hotel, and this page does not promise entry. A guest who needs a visa and does not have one will not be fixed by a check-in coach. Work, study, and news reporting are outside the transit policy and need the proper visa before the flight.
A check-in that finishes in one conversation
Walk in with the passport open to the bio page, the booking on the screen, and the deposit question ready: “What amount will you hold?” Confirm the departure date the system stored. Ask for the Wi-Fi password and the floor of the room before you leave the desk, and test the room key before the clerk turns to the next guest. If the key fails, you are still at the desk rather than on the wrong floor at midnight.
Payment apps can be finished in the room after the scan, if the desk did not need them for the deposit. Make one small charge the same night so the next morning’s taxi is not the first test. Cash of ¥300–500 covers the gap. Check-out is the same desk in reverse: look at the final bill for minibar and deposit release, and keep the itemized receipt if you need to show a card issuer a hold. Release times of several days are a bank practice. The hotel does not control your issuer’s release clock.
FAQ
Does every Beijing hotel accept foreign passports?
Licensed hotels are required to register foreign guests and report the stay. In practice, book a hotel that already states it accepts foreign guests, and carry the passport booklet. A small rental that cannot file the registration is a different legal path, with a one-day deadline and, since 21 September 2026, an NIA online option.
Can I check in with a photo of my passport?
No. The desk scans the booklet. A phone photo does not replace it. Keep the passport with you on the ride from the airport, not in a checked bag you have already sent ahead.
What if the hotel’s card terminal declines my foreign card?
Ask the amount of the hold first. Then try a second card, Alipay or WeChat Pay if those binds already work, or a cash deposit if the desk accepts one. A decline is the issuer or the terminal, not something a concierge can override. The room rate remains a third-party cost.
Do I have to register if I stay with friends?
Yes. A stay that is not in a hotel has to be registered by you or the host with the local public security organ within one day of arrival. From 21 September 2026 that can be done online via NIA 12367 channels, and it can still be done at the police station. The statute allows a warning and a fine of not more than ¥2,000 if it is skipped.
Can First72 China reserve the room?
We can help arrange a booking and stand at the desk as part of Landing 72h, the $90 service fee. We do not sell room inventory. The rate is billed at the actual amount and is not guaranteed in advance. A written plan without someone on the ground is Trip Plan Only, at $20.
